ICSA Labs is an ONC-Authorized Certification Body (ONC-ACB) that is accredited to test and certify Electronic Health Record (EHR) technology for the Office of the National Coordinator’s Health IT Certification Program. ICSA Labs is authorized to certify Complete and Modular EHR technology in the ambulatory and inpatient domains.
The Office of the National Coordinator’s Health IT Certification Program was established to ensure that Certified EHR Technology (CEHRT) was available for adoption by healthcare providers and hospitals as they sought to qualify for the Centers for Medicare and Medicaid Services (CMS) EHR adoption incentive payments related to Meaningful Use.
In the ONC Health IT Certification Program, testing and certification activities are performed by distinct and separate entities within ICSA Labs. Customers may choose to have ICSA Labs perform either or both testing and certification for their products. Testing is performed by qualified analysts that are part of the ICSA Labs National Voluntary Laboratory Accreditation Program (NVLAP) Accredited Testing Laboratory (ATL). Certification for EHR Technology that meets requirements adopted by the Secretary of Health and Human Services (HHS) is granted by the ICSA Labs ONC-Authorized Certification Body (ONC-ACB), which has also been accredited as a Health IT Certification Body by the American National Standards Institute (ANSI). The ICSA Labs ONC-Authorized Certification Body is also able to certify products tested by other Accredited Test Labs.

ICSA Labs was formally authorized by the ONC to certify products tested to the 2014 Edition Test Methods on January 11, 2013.
